Tony Ling specialises in security knowledge of ‘high risk’ countries where he has developed and implemented concepts of security ‘outside the wire’ – these aim to build a collective security for the benefit of all stakeholders by engaging a wide range of involved individuals and groups, including local communities, responsible NGOs, host government security forces and interested foreign governments. He was a major contributor to the International Code for the Security of Ships and Port Facilities (ISPS) published by the Oil and Gas Producers forum (OGP). Tony was involved in the initial discussions that resulted in US and UK governments, NGOs and companies in the extractive and energy industries that produced the Voluntary Principles on Security and Human Rights. In 2006, Tony led a US government funded mission to Iraq to advise the emerging Iraq authorities on energy infrastructure security. He was responsible for developing the corporate project security procedures – Major Projects Common Process (MPCP) – for a major energy company.
Prior to consulting, Tony worked as a security manager for BP with responsibility for South Asia, The Caspian and the Middle and Near East. He has also advised on security issues in Russia, Central Europe, West Africa and the Far East. Tony served in the British Army for 33 years and worked in the Special Air Service (SAS), achieving the rank of Brigadier. He has been awarded the MBE, OBE and CBE and has twice been Mentioned-in-Dispatches.
